Course aims:

Understanding the role of public-private partnership partnerships in the implementation of socio-economic development projects, acquiring skills to identify specific contexts and, also, institutions which can do more using together their material resources and / or their own expertise with the fin
Acquiring / improving the ability to identify situations in which partnerships are desirable, to analyze relevant contexts and to develop the design of local partnerships.
Developing the ability to assess the strengths and weaknesses of a local partnership design

1. Partnerships. Conceptual specifications, genesis and benefits 2. Obstacles, costs and benefits of partnerships. Important aspects for the successful partnerships 3. The public, private and non-governmental domain of society: characteristics, contributions to partnerships and potential benefits 4. Types of partnerships 5. The design of a partnership 6. Planning and building the partnership 7. Guidelines for Successful Public–Private Partnerships (PPP) 8. The perspective of Public–Private Partnerships. Why PPP alternative? 9. Opportunities for Private Involvement in traditionally procured projects. 10. Development of integrated project and their operation opportunities 11. Development of partnership project and investment opportunities 12. The suitability and effectiveness of alternative PPP structures (Transport, Water and Waste Projects) 13. Recruitments of the PPP partners 14. Achieving successful partnerships

Teaching methods:

Debate, analysis, exemplification.

Learning outcomes:

• Understanding basic aspects of public and community partnerships. • Familiarisation with public-private partnerships domain at the local level. • Obtaining skills to achieve optimal designs implementing PPP (targeting sustainable territorial development). • Acquisition / improvement of the skill to identify situations where partnerships are useful, obtaining better analysis capacities of this contexts and creating local partnerships projects. • Developing the ability to assess the strengths and weaknesses of a project for a local partnership

Learning outcomes verification and assessment criteria:

A two-hour written examination (60% of the final grade).Evaluation of a project. (40% of the final grade)
