Course aims:

Use of the main databases related to normative acts that regulate the Central and Local Public Administration.
Elaboration of projects to improve communication in the field, capitalizing on existing good practices.
Training of Public Administration specialists in relation to the new challenges, skills and tasks generated by the transition to the digital society.

Constitutional right, Political economy, Civil law, Administrative Law, Public finances

Course contents:

1. Central Public Administration and the interaction of these structures with citizens; 2. Local Public Administration and interdependencies with citizens; 3. Public Control and the Digital Society; 4. The public sector with economic values; 5. Existence, Administration, Evidence and Management of Public Heritage; 6. Direct Influences of the Digital Society on Public Sector Economics and Finance; 7. Imperative influences through the digital society on Public Finances; 8. The digital society in the private sector; 9. Potential changes in essence and structure in the private sector through the introduction of digitization of information, electronic communications and the use of augmented reality software; 10. The Local Public Administration official - from natural person to the robot; 11. Segments in which the activities of the Local Public Administration can be restructured, reoriented, replaced by the access of the electronic company; 12. Evolutions and perspectives of the public and private sector in Romania through corporate governance; 13. Dependencies and interdependencies between the public and private sectors connected to the digital society.

Lecture, conversation, exemplification.

Learning outcomes:

Adequate use of concepts, theories, paradigms and methodologies in the field of public administration. Clear and correct explanation of the elements of Public patrimony and Private patrimony.Use of basic knowledge in the field of public heritage. Use of the main databases related to normative acts in Romania and the European Union to identify the most important norms for the functioning of some central and local public institutions and / or administrative structures.

 

Learning outcomes verification and assessment criteria:

Written paper – interpretative essay – 80%; continuous assessment – 20%.
