1 The science of administration. General considerations, The relationship between the science of administration and the science of administrative law 2 The object, principles, and methods of the science of administration 3 Public administration, general theory of public administration Introductory notions, public administration authorities at central level, public administration authorities at local level. Tasks, responsibilities, competencies, and capacity of public administration authorities 4 Public administration and the environment in which it operates: the social, political and legal environment 5 Public service: Notion, Conditions of access 6 Civil servants: Concept, Rights and duties of civil servants, Liability of civil servants 7 Administrative decisions 8 Public administration control: notion and role; functions, elements, control methods and effects

Learning outcomes:

• Developing the ability to know, understand, explain, and interpret the notions of administration science as well as the manifestation of the administrative phenomenon, with all its implications. • Understanding and mastering the basic notions of administration science, the principles of administration science, the general theory of public administration, the organization and functioning of public, central and local administrative authorities.

Learning outcomes verification and assessment criteria:

examination – 90%, continuous assessment – 10%.
