Tasks, responsibilities, competencies, and capacity of public administration authorities 4 Public administration and the environment in which it operates: the social, political and legal environment 5 Public service: Notion, Conditions of access 6 Civil servants: Concept, Rights and duties of civil servants, Liability of civil servants 7 Administrative decisions 8 Public administration control: notion and role; functions, elements, control methods and effects
Learning outcomes
• Developing the ability to know, understand, explain, and interpret the notions of administration science as well as the manifestation of the administrative phenomenon, with all its implications. • Understanding and mastering the basic notions of administration science, the principles of administration science, the general theory of public administration, the organization and functioning of public, central and local administrative authorities.
Assessment
examination – 90%, continuous assessment – 10%.
